Yeah, servers restricted by region is a big issue for a lot of people. One of my best friends I've met online is from Scotland (I'm also from California), and a good number of Noble Phantasm lives abroad. We're a North American guild but love our guildies from overseas because... well, they're simply amazing.
If they really end up making servers restricted by region, I'll be upset. At the moment, there's no official news (to my knowledge) that there will or will not be restrictions. Therefore, I don't believe there's any need for concern yet. As has already been mentioned, AionSource as a community have released an official suggestion to Aion's devs that servers not be restricted by region, so lets hope the devs listen and love us.
