I would imagine the best option would be to give the player the choice of the type of server they would want to play on. World-wide servers would open up the entire Aion user base to eachother instead of being seperated, which has no down side if we are given the choice of server. I have zero understanding of how the cost of such things factors in, so I really cant say "There's no reason it shouldn't be this way".
As a side note on video games in general, they are becoming more and more global by the day. From all the experience I have had so far with all game types (FPS, RTS, MMO, etc) its ALWAYS more of a joy to be able to have and orginize such diverse groups with people from all over the world. It really adds to the flavor of a game, and in MMO's especially you can make new friends outside of your regions :P
