That, I believe, is down to your cpu though.. Not only do you see things happening in 10fps, but also your response time from you pressing f1 to the command showing on screen drops significantly in those situations - I can't be certain but I'm pretty sure thats down to your CPU.. Happened to me alot aswel. Though someone with more indepth knowledge of how things work might be correcting me shortly
