XP with 32bit is a safe bet, since OS and drivers are much more mature. 64bit XP/Vista is also getting up to speed, so if you have 4+GB memory its also a good choice. Keep in mind 64bit wont bring you better speed than 32bit, since for Aion we probably wont need more than 2GB anyway, plus drivers are still less mature so fps might actualy be slightly lower on 64bit.

core or memory clock - the higher the better, kind of apparent

Keep in mind though its still more important what generation of gpu/cpu it is, as some new tech might be faster than old tech with higher GHz, like P4 vs AMD.
