well, the simple and quick answer would be yes the damage would be faster, but you would hit for less.
The long and slightly more complex one is... its because your off hand does less damage (think about swinging a dagger in your dominant and non dominant hand, the dominant will be more powerful)
The sword does more damage per swing, and since the main hand does the most damage, its getting the most out of each swing.(over time the increased damage from a sword will, theoretically, outstrip a dagger's crit. In the main hand, that is)
Same basic idea with the offhand, tho a different approach, because you need a way to artificially increase the offhand damage, and one way to do that is to increase the crit rate.
If you play a rogue in WoW then the concept would be a little more clear, but i hope that helped.
of course, if the game, and weapons, are perfectly balanced then its all a matter of play style
