Overclock...Basically meaning pushing your hardware harder then it is designed for. If you do plan to OC, it's a big factor in choosing parts, considering intel's oc potential is literally off the roof. But if you don't OC...Then budget based solutions from AMD are more tasty. But since you don't know what OC means...Chances are you'll want the budget tasty amd solutions =P...lol.
In regards to the 8800 GT being better then the 9600...Vastly. It has nearly double the SP (Shader processors), along with some other tasty specs. The 9600 GT is a fantastic budget card, but if you can stretch it juts a tad bit to pick up a 8800GT...It's recommended.
