I'm pretty sure that IS what he's suggesting, either from past experience, or just gut feeling.
I personally don't have alot of experience with NCsoft, but most online game companies i've been with start having trouble monitoring after a while. and monitoring is never perfect, because somethings are just EXTREMELY dificult to monitor ALL the time, because of limited resources and all... either way, all i really want is customizable UI, because i like making thinks look the way i want, especially if i'm going to waste half my life every day on it :P
