Xfire have released a beta video capture system integrated into their chat program it's pretty decent but not very customisable. Can capture full res or half res with or without sound, choose fps and thats about all you get.
NOTE* It will lower your performance during the game.
Other than that the only 2 i can think of are Fraps and GameCam. Fraps aint free though and not sure about gamecam...havent used it for years.
EDIT: Just realised you might be talking about a program to work out of a game. Ignore all above in that case...sorry.
