Ever built or maintain a server?
Server placement plays a huge role in latency. You'll notice sometimes that you can choose different mirrors to download files from, when you're downloading huge files from certain websites. If you decide to venture into a server in a different region, and you have the fastest connection in your own region, you will most likely get a higher ping than someone with a decent latency in their own region. Your ping could be extremely high or slightly higher than your original ping in your own region, but the point is that it's higher due to server location.
With that said, I wouldn't care if servers were region restricted or not, as long as people make wise decisions on which server to play on and not whine about ping considering there will be plenty of servers to choose from.
