Aion's release doesn't seem that slow compared to most other mmorpgs. It was first announced to be in development in may 2006 which is only a little over 2 years.

Age of conan was first announced in 2005, Warhammer started in 2004 but didn't get licensed till 2005, and World of Warcraft was announced in late 2001 but released in November 2004.

If Ncsoft actually manages to release this game by the end of the year or Q1 2009 I think they are doing great, especially since the game is not just being released in korea but EU/US also.
