If it is, then... think about it. If you're on a lift going down at a constant rate and you jump do you never touch the floor again until the lift reaches the bottom? Of course you do. All velocities are relative. When the lift is descending at a constant rate, so are you; so relative to the lift you're not moving. If you jump you travel up, then back down like you were standing on the ground. The only difference is at the bottom when the lift stops before you do. In that one case you hit slightly harder than you would have; basically your fall speed relative to the surface of the earth and not the lift.
