Oh, I see. But the answer is the same. "1st second" is the second when the cast ended (=initial damage). So regarding your explanation it would be DOT applied - wait 3 secs - damage of 1st tick of the DOT - wait again 3 seconds - damage of the 2nd tick of the DOT - and so on...
But actually, we don't know how it's working ^^ Just guessing
