Quests are highly contextual, as depending on the activity, it may be easier or harder than simply slaying, the simple rule is that whichever is harder should reward more, but in the few cases where questing and slaying overlap, it is obvious that your going to gain greater reward for executing both, any manipulation of that simple and logical application is communistic oppresion just to suit an auterior interest. No system is perfect, so exceptions and hardships will exist, that doesn't mean that the basic rules of success should be denied to prevent them, doing so promotes a population of deliquency.
Is it easier in an open world PvP enviroment? Doing quests you're moving constantly, having less risk of being ganked than stablishing yourself in a spot and grind for hours. Doing quests is an easy way, killing a monster is way more challenging than running 5 minutes to deliver an item.

Most of the western playerbase can't handle grinding they simply hate doing so, I, on the other hand, think that grinding is way funnier than running around if mobs are challenging, if you nerf mobs XP, you'll get a quest grindfest where there's no alternative but to do quests in order to progress, people aren't going to grind if they level slower than by questing.
