It does in the sense that ranged combatants are still overpowered even if you can cross the no man's land once. It's worrying, because right now it looks like melee, especially Gladiators and Templars, will be every kiters' *****es. A single speed boost on a considerable cooldown is laughably inadequate and makes me question NCsoft's competence, especially considering WoW already showed them how to do it right.
Oh and I haven't seen any interrupts either, not to mention most stun attacks only have a chance to stun as far as I know, and that scares me to death. Purely luck and stat based combat is not what I expect to see from a post-WoW MMO especially considering how many complaints Blizzard gets because of random elements in their game.
