For CPU temp(GPU is far different), everyone argues on what is the best temp. In what I've seen from everyone's experiences and myself, CPU on full load running under 50ºC is good. 55ºC should only be hit in cases where the CPU is running during a stress test at 100% like from OCCT. 60ºC and higher is never good.
The alarms that shown in a few programs I use, warn at 50-55ºC and shutdown your computer automatically if no user interaction at around 60ºC.
My computer which is OCed(C2D) from 2.4 to 3.2 on air will sit around 33-34ºC on idle and then can hit 53-54ºC on OCCT stress test running at 100%. I could probably make it cooler with different fans (adding maybe a fan that runs above 1400RPM) or watercooling but it's all about being completely silent for me.
A few people I know have bigger OCs set but have much larger fan setups or even water cooling and they keep their CPU temp under or around 45ºC on a full stress test.
As for what types of motherboard to get, I go Gigabyte as they are really good for OCing.
