That is correct. Closed beta usually consists of selected members to be able to play. Open beta on the other hand is open to the public and is usually seen more as a stress test than a quality test, that's not always the case, but just usually. And although you probably think people will go head over heels for a beta account, that's not always the case since not everyone wants to deal with not being able to read the language
