The screencap looks perfectly normal.

So now I'm wondering...could it possibly be my monitor? It only happens with high quality videos, and on games if I move the camera around a lot.
Can you run input to your monitor from another source for a couple hours to see if the problem manifests itself? Do you have the ability to connect your computer to a different monitor using the same video output connector? Does your video card have 2 DVI outs or 1 DVI out and 1 VGA or some other mix? Can you try the other output? Are you using a DVI->VGA dongle?

Sounds like video card but I wouldn't rule the monitor out until it's been tested with a different source.
