Okay, new development.
I got to wondering why it was only doing it on a certain videos and not all of them...then I realized the ones it was doing it on were high quality videos.
I turned hardware video overlay off, and tada. All gone.
So I'm thinking now it has something to do with either my codecs, or the drivers. I'm not so sure about the codecs...because I get similar problems when I'm playing a game. I'm going to see about reinstalling the drivers first; and if the drivers aren't the problem, I'll download a new codec pack.
