Nope, Draconic items can not be purchased (from NPCs at least), players have to create them using materials dropped by Balaur.
Abyssial Weps are finished weapons, can be bought using Abyss Points - or kill bosses for their drop. Those sorta like Daeva Military Weapons: as you gain ranks in the Military, you get access to more powerful ones.
