I guess I should explain the system a bit more. The attack and defence rating is a number purely for PvE. Different armor also have another thing called "invulnerability" and they differ by rarity of the item itself and by type. So heavily armored Guardians take little damage from all sources and is nigh impossible to kill, while a squishy ToS can still get one shot by most other classes.

The reason why the offensive and defensive rating doesn't count in AoC is because the game is FFA pvp everywhere. So the game is basically a giant gankfest and in order to not give the higher level players too much of an advantage and lower level too much of a handicap, this system is put in place so that the difference between a high or low level is not too big. It is not unheard of that people had killed players 10 levels or so above themselves (which is impossible if the ratings are to be taken into account, as the character will be grey and hence do like no damage and suffer a very very high damage penalty, as is the case with pve mobs). It is one way of promoting skill over time.
