No, they cant communicate, only via emotes.
Hopefully it says that way for pvp security reasons.

We know nothing about the Lore, only what's written on the official site.
We know about 1 boss, Sanduka, who is a Krall chieftain. He was in the '06 presentation democlient and was mentioned in some audio files, but we dont know if hes still in the game or not, or what could have been his role. We just have to wait for an english version - but i still dotn think they will reveal the whole story in beta.
