Aion is being released in multiple parts of the world, if that's what you're asking. There will be Korean, NA, and EU servers as far as we know. To get into the Korean cbt3 you would have had to apply a while ago and be accepted already, and to apply you would need a valid KSSN. My advice would be to just wait for the english betas.
