In some way i have to agree with you,
for me the most important thing about skills is that you'll have to use them in a tactical order. Not just click this skill and that one and boom your target is dead, no i would like to use my skills strategically (sorry if spelled wrong).
WoW is a great example, but so is guild wars. You need to keep improving YOURSELF, not the skills you use. You get rewarded for what YOU DO, not for clicking some buttons.
But quality always comes on top, not quantity
That's my opinion.
