I guess it all goes on how much PvE will affect your character's evolution in the game world. Some systems just have PvE as a crutch, helping out the player get to the level cap and then let him engage in full PvP.
If PvE has an important impact in your character, then PvP is probably going to be a secondary activity, a past-time. The problem is that a lot of western and eastern developers have become very mediocre in the creative department and have sold eager teens, full of hormones, and ready to prove the world they are better than anyone else, the idea that killing co-players is a grand, and a great idea of fun.
The only game I remember that had PvP, and was creative enough to keep people heavily involved in PvE was Ultima Online.
