The hour cooldown implies that the skill will most likely be reserved for, and is meant for, emergency situations, including a PvP ganking, a mob train, pulling too many monsters, bad aggro management, etc.
It'll be available to prevent a party wipe and try to turn things around in those really bad situations, so it wouldn't be a skill that I'd use every hour, but instead a skill I'd reserve for worst case scenarios.
After all, like I said before I have the single target ranged pull(with stun) stigma for pulling, so I'll easily be able to reserve the AoE pull for those emergency situations.
