Templars ramp up their defensive abilities a lot faster than Gladiators do - they're only close at low levels because they share the same root. My understanding is that at mid-high levels a properly built Templar can pretty much take out any melee class in PvP. Based on the skill tree, I'd say Templars really aren't well rounded for PvP until they get their level 22 and 25 skills.

That said, keep in mind that Templars are a Tank class and tanking is largely a PvE concept (players tend to ignore the tank and go after the squishies regardless).
