I always thought that spell books should be 2 handed not 1 handed.
On a plus side the Stigma's do cost a lot of money and have a level restriction.
One way they could reduce the number of spell casters wearing the heaviest of armours. Is if they had it so that to wear the heaviest of armour. You need to be proficient in the use of
all the armours lighter than the one that you want to use. Adding that many stigmas would leave you with no room for any other additions.
