As for L2, the macros are very very fragile in terms of getting interrupted. If you even select a target while using a selfbuff macro, you will stop buffing.
You cannot loop macros or string them together.
There is a maximum amount of lines you can enter, I think it's 12 but can't remember.
With all these restrictions combined, there is no way to automate gameplay without resorting to illegit 3rd party programs anyway, but you still have plenty of freedom to make "normal" macros.
Macros seem kinda pointless at first, but once you start getting into the game you start wanting to save yourself a few keypresses on the common strings of commands you regularely perform.
In L2, I have a macro which when pressed summons my pet, press it again and I mount it, press it again and I dismount + equip my weapon. All in one slot on my hotbar. This would normally occupy a lot of buttons/shortcuts.
Some other ones that saves me just the odd keypress is use a skill which sacrifices HP + Health potion, equip weapon used for certain buff + buff + equip normal weapon + attack, swap my entire armor set, a bunch of chat shortcuts like "Assist me to attack %target" and whatever other stuff you'd typically want to communicate, since you're not always on vent with everyone but just don't have time to type while fighting.
