I'll say Anarchy Online is the best F2P ever, and possibly one of the best MMO's overall. While I can't really know this 100%, it's such a game that i'll take my freedom to say so. It's a very old game by now, 7 years more or less, and i've played it for 4 so I would know the game. It started as a P2P, until like a year ago when it went F2P, so you can't really say that it's crap 'cause it's free, cause it's been P2P 90% of the time. And still you have to pay fee's to play the 3 expansion packs, while it's not necessary you'll want if you want to reach far.

You might not like it because it's a game you need to get to know really well, it's old and the graphics/animations are rather outdated. However the world itself and the gameplay is so vast, I can't begin to describe.. so it's a very complex/mature game. On top of that the community is unbelieveable, about every person you encounter is nice, mature and helpful.. and you'll find high levels opening trade handing you millions, just because you had a nice chat. Seems like there's more people the age of 25-30 then there's 10-20 yr olds, and it's not rare to find the 40 year old couple playing together.

A little fact; these are the ppl that are making Age of Conan. Just so you know it's not some random company. So if you don't mind outdated graphics/animations and just really want to kill time, I recommend Ao. Dunno if you'll like it if you don't give it a real shot, and get into it.. depends how desperate you are to kill time ^^
