It means that if you are too far away, you may move closer to get in range. Duh.

sorcs finish casting their spells, enemy out of range? just run back into range and it instant casts...?

i dont get it!

It sounds like they mean that once you move in range after activating the skill, the effect will trigger. But I'm ESL and that's Engrish, so I dunno.
