400+ Recipes?

Is there another vendor to get designs past 400? Looking in the armort alot of the 400+ recipes have Vendor as the source but i dont know where. I know some are from drops but not sure if all 400+ is drop only.

I really want these two designs in particular if anyone knows where to find please help

Balic Craft: Lesser Abyssal Stone - Recipes - Aion

Edit Nevermind I found. Guy in crafting area sells Balic Recipes. Im guessing everything else is drop only?

Its not at the fortress is the NPC outside of the Handicraft room
