Anyone having issue getting designs from WOs?

I try to get the full set of plate designs from each level of armorsmithing. This wasn't such a big deal up until 300 skill, but now I rarely get green recipes from work orders. I spent over 600k doing the lowest WOs available to me in an attempt to slow down my AS leveling so I could get these recipes and I ended up with one. I'm now at 390 AS with only one level 43 green recipe. I'm also finding an almost complete lack of any level 43 plate recipes on my server's broker, so I'm thinking this isn't just an issue I'm having. Considering that I'm about to need these recipes to make my level 43 armor, this is quite annoying.

I slowed my crafting sometimes to get recipes, mostly the legs, chest and shield recipes. But then I found that I was pretty much wasting my time. Many of the recipes go for 20-100k on the broker, it is worth it to just pick them up. I also usually manage to get a few extra green recipes and I can post them up for the same price to get my money back.

I am 399 now and I have probably 90% of the recipes all the way through the skill curve. I tried to get all the chain, but I am missing 5-6 recipes overall, I think. Which isn't too bad. The rest can come easily enough with cheap broker purchases and drops when I get higher level. I am only level 37, so there is no rush to get all the lvl 43-48 designs for me quite yet. It is going to be a while until I get there anyways
