Does Binding Rune hit reliably on elites at 50, or just those? It rarely works for me now.

2-3 star Elites seem to have a lot lower resistance to binding rune and other rune effects than 4+ star ones.

I didnt see the msonter use more than a hand full of auto attacks and any ability with a cast time is easy to dodge. FE or Amubsh tos tun or Pain Rune or several other things.
