Spirit's Letter quest for Heraloene Weapons

Sorry if posting this here is the wrong forum but C-Aion players would know best I hope. My buddy and I both got lucky enough to get the quest drop for the Heraloene weapon quest but we can't figure out how to get the quest done. We are lvl 28 and have tried the passage from SE Eltnin but the zone has a lvl requirement (30) and we don't want to wait that long. Is there any other way to get to Interdiktah? And if we get there...at 28 do we even have a chance of getting to the quest npc?

I've read any of the spirits can drop it but I'm 0/infinity since level 24

Have grinded from 25-28 on cleric and 24-27 on ranger and have yet to have it drop. gg

I got the quest drop last night, when he says kill spirits he means kill lots of spirits or just be incredibly lucky.
going to do the next step after posting this.
