Ambient Crowd Noises
When you go to major cities, it doesn't really sound as crowded as it may look. This could be influenced by the number of PCs and/or NPCs, but based on population density in areas, there could be a subtle amount of ambient crowd noise. Just one more step towards full immersion.
Those of us who are or will dole out hella money for a sound system might enjoy it a bit more. Alongside the Active NPCs suggestion, it just takes this game a whole 'nother step further

As you can see from that video, it is a giant flying monster and the central concept behind this suggestion. Given it's massive nature, it seems appropriate to kill it with a massive raid. These would not necessarily have to be some of the more important raids, but could be an easier task with less valuable drops. Everyone in the zone would be aware of the monster because it would be visible from any distance within the area. And a signal that the monster has dropped down can be an emote that everyone in the zone sees. "The ground trembles..." or something like that. Or people could look to the sky, and if they can't find it, then it is more than likely a sign that it is ripe for the picking.
An idea that might work well with it, I will allude to Cloverfield for. As you may or may not have saw in the movie, the Cloverfield monster could release offspring of more normal sizes that attacked the people. Now, this could apply to Aion, for these flying monsters and provide for an introduction to raiding.
One problem I find with raiding is that it is difficult to organize and not many people are good at it. What better way to introduce it to people with an easily approachable raid boss with a dozen or so powerful mobs surrounding the area around it? It helps take away the tediousness of assembling a planning a raid and just allows people to group up at a moment's notice to take down the big beast. You wouldn't have to go through all that instance crap and could get right to the big boss, who would be easier than most raid bosses so that quickly assembled raid groups could stand a chance.

Offensive/Defensive Targeting
Basically, you have an offensive target (i.e. whatever you're attacking) and a defensive target. You designate your defensive target before you actually begin to fight so that all heals and buffs automatically target that person without you having to pick them manually each time. Note that it doesn't actually heal them instantly, just targets them for you, so there's no issues if as a healer you have multiple people you're taking care of. It just defaults to whoever you set as the defensive target, presumably the main tank.

Example: In WoW if you are a shammy and you are enhancement, before the fight you set the tank as your defensive target, during the boss fight you notice the tank is about to die, so you cast a fast heal without having to switch targets off of the boss to the tank then back again. Instead you can cast the fast heal with it automatically going to your defensive target while your offensive target can remain the same.

Journey Book Drops
While questing, killing mobs, and searching through locales and treasure chests, you can come across books that tells of personal accounts of people in the Aion universe. This offers historical insight into the history and social/political landscape.
Also, books with information regarding monsters could be dropped. Through killing monsters, you find pieces of lore about them, giving you insight into their history, at the same time, giving you information about their stats, weaknesses, strengths, etc.. This collection of monster lore would function as a bestiary.

Roaming NPCs would simply entail NPCs walking around the cities and towns in designated paths. Not necessarily, saying anything, but just adding a touch a activity to the world.
Active NPCs takes it up a notch by not simply scripting paths, but making NPCs have "lives". They would walk out of PC-inaccessible houses, of which there would be a door open/close animation. They would proceed to walk to places like the Inn or Tavern for a bite to eat, having conversations with some people on the way to, and while being in these places. Then, they could venture to the market to buy things, etc. There could be scripted NPCs for the daytime, which would be normal. Then, at night, there could be seedy people who might talk about darker things and engage in conspicuous activities.

The new building layout was thanks to Phibers suggestions on this Idea. About everything else I had to modify the original Idea to fit it, and just some of the features neeed changing. So read everything, its about all new, thanks.
So anyway my old idea has been Turned into a Tavern!! But its still focused on Minigames so don't worry, just the building layout has changed to make it less of a trouble.
So anyone who just wants to relax from your daily PVPVE grindings just come here to play some friendly Minigame fun .
Building Layout
So this place will clearly look like a Tavern, it would just have a lot of round tables with chairs and Waiters in Miniskirts, lol jk, but it’s a Tavern, so it should clearly have something of the sort =p. Then there would like be a bar place where of course you can purchase booze… it’s a tavern after all. Also there will be a Party Room upstairs!! But I will talk about that later
Bartender
He will be the one you go to, to buy booze, but more importantly Ticket/Tokens to get started and Prizes. These ticket/tokens will cost a considerably amount of Qina so that those people with deep pockets won’t be able to get their tokens this way and you’d actually have to play the games to win them.
Prizes
With the ticket/tokens you can purchase prizes from the Bartender, but like stated above, you can’t get your tokens just by purchasing them because they cost quite a bit. And even if somehow you bought enough tokens it would just be a waste because there is a rank system that only lets you purchase a certain number of item depending how high you are in rank. By this I mean like some you’d at least have to have an X number of ranking points, not on how high your rank is on the whole server like Number 1 and all that.
These items are just for Aesthetics, just to like show off and all that.
NPC’s sitting at tables??
These NPC’s sitting at the tables are those mysterious shady, mysterious dudes that are like Masters at the game and all. When you talk to them, they can teach you how to play a specified game, or you can challenge them yourself for practice, but you don’t exactly get anything hehe
What Minigames are there??
I was thinking NC could make a Special card game made for Aion specificaly, like how there was a certain card game from one of the FF games... I forgot which one though. Also some other Minigames that fit in well with the game. Like some strategic board game or something that can simulate war like situations and things. Also some more, because two are just to small.
How do I play these games?
Simple, just sit down at a table, and set up a game and wait for someone to join. When you make your game, you have the options of making it ranked or unranked, incase you just want to play for just fun, and having the option to pick a specified game of your choice of course. Also for some privacy reasons you can set spectator mode to off so random people can’t watch your game.
Well anyway when someone joins your game, you look at their rank, if its too high for you, or you just don’t want to face that person for some particular reason, just kick them and wait for another person to join. When you do find a person to play, you both hit the ready button and Play.
The winner gets the spoils if you put any up, and if it was ranked, the loser loses rank and the winner gains rank depending on how far away the rank between the two players are will determine how much loss and gain of rank there will be.
Betting
When you and your opponent are both sitting at the table, in the Minigames window where you hit ready and all that, there will be a side bar where you can put in Token/Tickets that the winner will get if he won. This is the only real way to get Ticket/Tokens.
Rank System
If you are the host, when you make your game at the table, there will be an option to make the game Ranked or Unranked like stated above. If you chose Unranked you won't lose any of your ranking points. But if you picked Ranked, you will lose points from your ranking Depending on the difference on both your ranks, like if you beat someone on a higher ranked than you, you will receive more points than he would if he beat you.
Depending on your rank, you will be able to purchase different Items from the Clerk NPC in the Main Hall (the items are just for looks).
Party Room
Remember that upstairs room I was talking about earlier? Well here it is, it’s the Party Room, this place is Instanced so anyone can Host their own room if they would like. Just walk to the portal, a window pops up, you click the host button and type in the following info.

Room Duration
Also how long you want to rent this room, hosting parties are no where free, there’s got to be expenses somewhere. So type in how long you want the Party Room to be up, the longer the party, the more Qina you have to pay. Also you can’t exceed anything over like 10 hours. Why? Because imagine what would happen if all these rooms stayed up and were never deleted… Well I don’t know but prob something bad would happen having numerous Rooms generated and staying there for eternity.
That’s it, and if anyone else wants to join you, they just type in the Room Name and Password if you put one up. Then they enter your party room.
Well anyway since you’re the host, you can decorate the party room with w/e options you have, like some for example, put food on the tables, streamers, balloons, some other things? Might even go as far as having a band perform there or something using the Music system below. Like on a stage that you can put inside or something. Too much possibilities.
That’s about it, not to hard, its just a room that is more focused on parties, because I’ve seen quite a few people try to have parties, but no where to have it and the only things they have to work with is huge crowd of people dancing at the same time that’s it.
Music System
Ok well first off, you would need to get instruments and you can get them by purchasing them with your ticket/tokens that you won from the Minigames Room from the NPC in the Main Lobby. With these instruments you would be able to play various songs by buying the Song Scripts that you bought from the NPC in the Minigames room with your ticket/tokens.
Song Scripts
To play your instrument you'd have to purchase song scripts that you can buy from the NPC in the Main Lobby of the Minigames Room with your ticket/tokens and before you would buy them, they would have a difficulty rating next to it or so.
These song scripts are what would activate your instrument when you have them equiped or something allowing you to play various songs. Maybe some of the songs already in the game??
But playing these songs won't be so easy, you'd have to have atleast some skill to play them. So when you activate you Song Script you'd get another window that shows up.
To play the songs you'd have to hit the one or more of the arrow keys on time as they show up on the window. Sort of like Flash flash revolution a bit but instead, here if you missed the arrow you wouldn't play that note from the song and same thing goes if you hit the wrong arrow. So that you'd actualy have to have some skill to play the songs. Or some other way that turns Playing the Instrument into more of a Minigame type thing.
Restrictions??
This feature would of course have maybe a 2 minute cooldown or so or longer or maybe even less depending where you are, so you don't annoy the hell out of other people by constant playing like in cities. Since there would probably end up being alot of people doing this.

Right now, I can't decide between the Bounty System and the Active NPCs. I like the Active NPCs in particular because they would be more life-like. But the bounty system would give you more to do. So hard to choose >.<
UPDATE: I added the minigames thing. Sorry about that.
