In the Abyss (where most of the content and PvP is) yes, however you are limited by flight time though there are numerous circles around the places which you just fly through a bunch of times to recharge your flight time.

In your faction zones flight is often limited to certain areas.

You can however glide wherever you go.

Yes, you can fly starting at level 10 (which is easy to get to). However, at first your flight time is very limited. However, as QwertyX pointed out, you can glide anywhere. Gliding is when you are on a high point and jump off and you hit your flight button. Instead of flying up into the air you will glide over the surface and you can catch drafts and go higher, and while you are gliding you are moving faster than people who are running. It's fun!
