Start > All Programs > Accessories > System Tools > Disk Defragmenter.

Run it, choose your main hard drive, click analyze and if it says it's not needed then try it anyway.

So when you close the launcher the dimmed effect is gone or not? And might be gameguard or so still running and preventing you from opening stuff? Else use task manger to see whats still running!
