Somebody in Heiron gives you a quest to track down a Shugo that wanders around the area:
Suspicious Shugo - Quests - Aion

I don't remember the name of the quest giver, but I think it was in Jeiparan. After finishing the quest, the Shugo offers you a quest that starts the Steel Rake chain.

Not sure as an asmodean I could get this npc to give me a quest. Anybod know where it starts in Asmodae?
