That's your endgame PvP build.

IA is rather useful in PvP; but that's irrelevant until you can PvP, which happens at 50. Until 50, it's grind, grind, grind for lv50, and it's all PvE. IA is not particularly useful in PvE; Dispel Magic is more than enough in PvE.

So it inflect dmg times three and removes 3 buffs just like is says in the tool tip, remember when i tested early on it only removed 3 buffs and did dmg for one of the buff.

No, it does damage for each buff. The damage doesn't match the tooltip, though.
