Turn all of your chat channels and messages on... and try again and read closely. The reason you can't upgrade your crafting will be listed there. This is most likely due to you not having the 484,000+k you need to pickup 300.

Ok, someone please explain to me what I'm doing wrong...

I'm sitting at 399, I'm level 30, I click Learn Weaponsmithing, and he tells me "You cannot improve your crafting skill and further. Try the Expert promotion test."

Which according to the DB, he's supposed to be giving me... Correct?

You have to do a work order first, check the work orders section, there should be something at 399p Governor's Sword Work Order or something like that.

I also wondered that but I just went a head and bought like 1,000 ore and got started on those ingots.
