So what does it do ?
In short - nothing more than would you could achieve with a WebBrowser checking the LiveStatus website (NA or EU). Infact, it uses these websites to extract the data and display it in short. The general idea behind this application was to allow you to have it open while you're playing the game, so you can play Fullscreen or Window, without tabbing out of the game to get some details about who you're facing.
This is especially nice when dealing with Dredgion - since you can easily see the Stigmas, Gear, ... you get the picture.
Usage
After you started the application, you'll get to see a very small window only:

You can choose your location (NA = North America, EU = Europe), which will drive the selection of servers available. These values are persisted as long as the application is kept open. You also have the ability to pre-set these values using commandline switches, which will be explained later.
Next, you can choose the server you're playing on, so you can search that database. You don't have to neccessarily search on your own server, but it makes sense - unless you want to check out some other player's stats.
Lastly, enter the name - or a part of the name - into the textbox and hit ENTER to fire off the search. The small button is used to expand / collapse the whole display so it won't use too much of your screen.
Should your query yield more than one result, the display will expand and a dropdown will appear, listing all matches found, so you can select the one you're after

After selecting the character (or upon only returning a single, unique search result), the display again expands to the maximum size and displays that characters data, like shown below :

As long as you don't fire away another query that returns a single hit or select a different character from the drop down, this data will be persisted. You can expand/collapse the display at any point in time using the button next to the query box.
Parameters
The application supports certain command line parameters, that allow you to drive the opacity, location and server to be pre-set. The best way would be to create a shortcut to the main executable file and add those parameters into the shortcut

Sample to configure to 90% opacity (0.9) and presets to NA server Zikel
AionLiveViewer.exe -o:0.5 -l:NA -s:Zikel
Possible commandline parameters are :
-o:
This drives the opacity / transparency. Allowed values are floats ranging from 0 to 1, with 0 being absolutely transparent (hence not visible) and 1 being opaque (hence not allowing to see through). The default value is set to 0.5
-l:
Allows you to control the region in which you're in. Allowed values are either 'NA' for North America, or 'EU' for Europe. The list of available servers will update accordingly. Default is 'NA' for North America.
-s:
Enables you to pre-set the server you're searching on. Make sure the server is in the selected region, else this parameter won't do anything.
A word from NCSoft...
The utility was mentioned in the Eye on Community 5-Feb-2010. Still, i'd like a confirmation from Ayase / Tamat, but i'd say it's safe to assume it wouldn't have been mentioned on the public site if it was against the ToS to use.
Feature Requests
Colors for the Items
most likely not going to happen since i would have to parse the powerwiki info for each item, greatly increasing the load times. Also, if used as overlay, it would certainly make the display 'weird'. If i can find a quick way to get the info, i can add it in and allow an override whether you want the colors or not. Medium-Long term implementation.
Legion Name
Info available, just need to slot in a space to display it. Will think about it, should happen in one of the next releases.
Add link to Browser with Profile
Since i have that link anyway (that's my datasource), i can easily add that into the app. Most likely in the next release as well.
