my friend and myself did a test for hours on 20%cb tome vs. 19%as+19%cb tome.
result is pretty much the same for casting spell speed including the animations. and actually 20%cb seems tiny little faster than 19+19 tome. but 19+19 did shoot one extra aether flame than 20%cb.
so based on my research, both weapons r very similar and very hard to notice the difference.
but of course 19+19 is more realistic to get and ez to +15 and gives more hp+crit spell.
for my personal opinion, still, try to get urself an elternal weapon and use it as the main weapon, coz it seems much more cooler!

Balic mats are easy to grind in gelkmaros. You can make 10m worth balic drops in 1 hour.
But If you are telling about buying from broker:
To make 1 eternal normal, you need at least 120 white crafts to start with (I spent more to make mine). 6k magical aether, 5k elemental stone:
20k stones -> 100mils
6.5k aethers -> 30mils
720 fluxes -> 36mils.
7500 Catalyst -> 75mils

250m for white crafts.
take 20% proc rate -> from 120 you proc 20 greens. 100 go to vendor. 80m back. Total spent already: 167m. From 20 greens you proc 4 blue. Calculating the mat prices, you will spend 199mils in total already -> you will get 16m back from non procs -> you are at 183m spent.
lets say you proc 1 gold from 4 blue. Spent 205m already. You sell non proc for 20m each, get 60m back. You are at 140m.
You craft master (+ 25mils for mats = you are at 165m) -> non proc? sell master for 80m -> 80m wasted + 18 days of heliotrope cry.
In balic craft you skip the 1st stage but the same amount of money are involved in the 2nd stage.

(PS. I did not calculate it just now, I have a excel table prepared with all it, I just put the prices of raw mats)

What ever comes first will be used

If i drop one or be able to craft one then why not. But if i drop a Pacification tome or Abyssal Tome then ill aim right away for 55 Abyss tome

And also 19+19 is more like for CC, the animation is faster when CC'ng
BUT like you said. Not much difference

But i should be quite close to a Eternal like yours
And hopefully it takes less time to get

But imo it's still better to have a 55 elite + 52 abyssal like Hayabusa said, that way you get all 3 bonuses (atk spd, cast spd and PVP dmg) with fairly decent stats.

Because no one is getting those yet.
But the 4 options i gave you is "Doable" especially in 2.1
And im not saying 1 of those is the best. No, imo all 4 are top weapons in 2.0~2.1 and all 4 will be awesome to use totally depending on the play style from the player and the difference will be minimum.

In fact, no luck anywhere even tho the drop rates have increased my luck is as rotten since 1.0 -.-
