So.. how does [%Target] actually work. ? sitting here toying around with this stuff... cant seem to make it do what i want it too...

The [%Target] command changed when the 1.9 patch was implemented to just plain old [Target]. It is essentially a variable you can use within an Aion macro to apply skills or actions to the target you are currently selecting.
For example:
As a Chanter I constantly have to buff people. Instead of selecting someone then clicking 2 skills to apply buffs, I merely select the person I want to buff then use the following macro:
The above macro will replace the [Target] part with the name of whatever I selected. So, if I select myself and use the macro it will say in Group chat "I am buffing Bunny now" and apply buffs to my character.
For example:

/Group I am buffing [Target] now /Skill Blessing of Health II /Delay 0.7 /Skill Blessing of Stone I
