The serious response:

The Culture and Media section is where a lot of the forums non-Aion game topics go. The wider community participates here.

CC is where topics without a place in the other sections go. So your non-games topics should go here.

Now if all the forums were a hopping place, a subforum could be split off to further divide up CC topics. But the forum is not that active. There's no reason to create a subforum for that reason.
