
Aksi got together with us for testing this new stat and early results (we are currently double checking them) indicate that one point of magic block cancels out 1 point of magic boost. There is still a magic resist stat as well (those are the stats with all the 100's in the images below).
Both SM's and Sorc's have a passive magic block stat that they gain as they level up. The first one is gained at level 10, then 22, and so on and so forth. Small amounts also appear to be available from gear (there was 56 available from a pair of chain boots). All tests were done to a level 56 SM that had no magic block, who then ate the first book, the second book, etc. The attacks were done by a level 60 Cleric. Results are shown below for those who'd like to double check the calculations. All tests consisted of the same cast skill and then dot skill in order to see how magic block affected the casts.

So, 100 earth/fire resistance lowers damage for approximately 7.4%, mboost is 2058, and formula for Smite looks like
596*0.5*(1 + 2058/1050)*0.926 = 817
For Chastise
271*0.5*(1 + 2058/1050)*0.926 = 372
For magic block 100
Smite: 596*0,5*(1+(2058-100)/1050)*0,926 = 791
Chastise: 271*0,5*(1+(2058-100)/1050)*0,926 = 360
For magic block 120
Smite: 596*0,5*(1+(2058-120)/1050)*0,926 = 786
Chastise: 271*0,5*(1+(2058-120)/1050)*0,926 = 358
And so on and so forth. There appears to be a 1:1 correspondence between block and boost.
