Fear is great for this - I can't even use my templar pull skill more than once without killing the spammer.

The only problem is - considering that you instantly respawn after a big fall - the spammer will just be able to continue spamming at the obelisk

So, a slight variant on the above we came up with was to fear spammers where the least number of players will hear them...

...*Into* the boat.

They then spend a while travelling at a gentle pace between the main part of Sanctum and the Outer Dock. And I'm pretty sure you can't use skills on the boat either so the person controlling the spamming character then has to wait for the boat to arrive at its destination before being able to get off and use Return.

Sadly this all only works if they accept duel requests.
