Where is the Legion warehouse and how do you access it?

We got our legion to level 2 this weekend but I couldn't find the Legion warehouse. Where is it and/or how do access it?

Hall of Prosperity is the building the broker and warehouse are in, not the capital building.

This is correct. They are also available in fortresses that your faction has control over.
