YouGamers - Aion: The Tower of Eternity System Requirements
It basically checks to make sure your computer can run Aion and then gives you advice for upgrading your computer if it can't. It's suggested you use Internet Explorer to check because there's some glitches in Firefox and stuff.

Depend on what people consider "frame rate issues". For some people 20 fps is smooth and for some people anything under 40 fps is unplayable :P

I ran the game on max settings last beta and didn't drop below 60fps

Also, meeting the minimum requirements just means that you can actually run the game...with everything turned down, of course. Running things at mid-level (graphics, I mean) means you're above the minimum...you're just not towards the high end.
