That link gives me a ZIP file that does not have an Excel file in it. I try to open any of the XML's in Excel and again only see raw XML code - nothing intelligible. Tried with Office 2003 and Office 2007.

I think that is a question on many people's minds. When I ping the IP of Zikel I get an amazing 11ms latency. They must be in my backyard or something (someone said DC, right?). But once I'm in game that becomes 200-500ms. Bearable, but not good. Does this indicate some optimization needed in NCsoft's internal network? Or that you're simply waiting that long for the server to process your request (traffic / insufficient hardware)? Etc.

Good questions. I think we should make NCSOFT aware of it if possible. Sure, they know a lot of players are getting lag, but information like what were providing might be able to shine some light on the problem.

So, yes, absolutely, I should hope there is much room for improvement there.
I can play EVE, whose single server is in London and which handles upwards of 50,000 players simultaneous on one server, with lower latency than 500ms. So there is no good reason for a number that high.
Having said all of that, I'm one who thinks this game is rather level/class/gear based, and that a few 10ths of a second are not likely to change the outcome of an encounter. But I feel like the game engine is very sensitive to this and it seems to "stutter" when latency gets higher than 200 or 300ms. Not sure of this last bit but it seems so.
