Should my fps be higher?

I usually get between 18 and 30 fps, depending the amount of people in the area, but I think it should be more. Is it Vista slowing me down? or is it cause I'm on a laptop or what?
HP Pavilion dv6700 Notebook PC
AMD Turion 64 X2 2.1 GHz
NVIDIA GeForce 8400M
4GB RAM
Also i have all the settings at halfway, anti-aliasing x0, and i run it in windowed mode.

I'm getting anywhere from 9-20 fps on moderate settings, I've been meaning to lower them to make it a bit smoother,
Win7 x64
1 GB ATI Mobility Radeon HD 4670
4GB RAM
2.0 ghz dual core proc
ATI cards in general aren't as good as Nvidia ones. Too bad I didn't have a choice in the matter when I got the laptop (Dell studio XPS 16)

fraps isn't accurate only because it actively takes up resources, so you get a lower reading than you should, unless you have a computer capable of running it at a high enough fps that it no longer matters.

I have Vista 64 bit and get ~100 fps anywhere other than Pandemonium.
